The "staling" seems to be pretty much useless because it's based on the Level One quotes which most of the time are inaccurate. Instead of presenting the best bid/ask, L1 reflects the price of the latest price change anywhere in the L2 tier, no matter what the price happens to be. So whole price tiers of L2 data get interpreted as being stale and wiped out. Your solution is worse than the problem ever was, until you fix the L1
