CNBC this a.m. - had on Larry Fossedy (sp?) or Bossedy (sorry didn't catch his last name). Former CEO of Allied Signal. Said IT spending will go back up but not to levels of recent years. Thinks companies will spend on software first (tweak, squeeze system before big spending), hardware later.

Later in program Senior Tech Analyst (name Fuchs I think) at Meyerson (don't know co.) said no, companies will have to spend approximately same on both because new software creates bottlenecks and other problems that require hardware.
