Solar is a one time, up front capital investment. People who have solar end up paying less in the long run. We should be giving the Third World credits to leap-frog our petroleum-based technology base.

In Columbia, they never actually used land-lines for telephone. They leap-frogged and used microwaves and satellites. The reason? The rebels controlled the middle of the country and would cut telephone lines.

We don't have to sit on our thumbs and wait for such serendipitous chances to occur. Mining copper is dirty and optical fiber is relatively clean. Microwaves are cleaner still. We can be proactive - it galls me that Tim couldn't see that the world he was proposing was basically a planetary-scale terrarium where man's impact on the ecosystem was total. This level of sustainable control has not been shown to exist and to make policy based upon a dream is absolute insanity. It is in all of our interests to have as many countries as possible NOT get on with the petroleum "jones".
