Couldn't have been a house of prostitution then. Maybe a topless joint? Remember the "Meese Report"? Houston police were obsessed with "rubber goods" during that time period, it is hard to believe they would fill a warehouse with dildoes, but ignore a house...

Exactly. Then why have a system that guarantees it? Zoning offers too many incentives for kickbacks to have zonings changed. It is also a good tool for punishing your enemies. Is it so effective that it is worth this risk? Has anybody actually studied this, or is it just "common knowledge"?
