Sure. But, as you note, things have changed. Land prices usually preclude the things you talk about, and pissing the neighbors off is rarely in the interest of any business. Around here those problems are generally taken care of with deed restrictions, with the additional side effect of it is a lot harder to change deed restrictions than it is to bribe a city councilcreature...

But I have never really lived in a city of any size. I have always lived on the outskirts, except for when I lived in Galveston. Galveston is not a typical American city in a lot of respects. I didn't have a car for a long while, walked everywhere I needed to go. Besides, it only has a population of 60k or so.

I don't see where the lack of zoning has hurt Houston at all. Most of the time it is an issue, it is because someone wants to punish some form of behavior that they don't like, usually the placement of a liquor store or a porn palace. To create a city entity to control those few cases seems a little extreme. But what do I know...
