X, our current system of education is socialist. I will use your definition "1. A social system in which the means of producing and distributing goods are owned collectively and political power is exercised by the whole community", with one modification. It applies to services as well as goods. Education is a service.

Business doesn't care about quality.

Business cares about pleasing customers enough to keep them or hopefully win more from a competitor. AS long as competition is maintained (and I would oppose any monopoly in education not just a government monopoly), there will be pressure on schools to improve.
