So put in place a system where you pay teachers for some meaningful metric and you will see improvement.

Or you will find them manipulating the metric. If schools both gain from providing good education and lose (possibly even be forced to close down) if they consistently fail to provide it then you will have better education. I don't care about the issue of siphoning off money to other schools because I am not overly concerned about the school. I am instead concerned about the student and the quality of education that they receive.

Should we collectivize agriculture in the US because it is important to provide food to everyone? No of course not and if we try it less food will be produced. If money is siphoned away from public schools to private schools it will be because the private schools are educating the children. (There will still be some concern about manipulating the metrics but the students and the parents who care to look can see how education actually is at the school instead of just looking at the numbers on the metrics.)
