Jim,

I'm not sure that energy conservation is always maximized. Think of sperm "wasted" or the displays involved in courtship. I know nothing of the details of cell replication, but suspect the energetic cost of reproducing junk could be less than the cost of regulating it.

To regulate, the cell would have to recognise junk as junk, and never mistake the real thing for junk. That would be a tall order.
