Why are over 50% of the LMNE float short sales

Remember there are 2 answers to the question why are the market caps of MRV and LMNE so close.

1) The "rest" of MRV us way undervalued
2) LMNE is overvalued.

There has been a lot of discussion about the former. Maybe the 6,262,192 LMNE short sales speak to the latter.
