Building sway and fog - enemies of free space optics

Although environmental concerns focus on fog as an inhibitor of free space optics, building sway in high winds and I would assume earthquakes is also a problem. Although in an earthquake, dodging falling panes of high rise architectural glass is probably a greater concern.

just spoke with my mother in Bellevue, east of Seattle. She said the fenestrations of Bill Gates' mansion on Lake Washington are shattered. You see, Windows crashes again - even in Gates' own home! (actually true...)

CNN showed Bill Gates was having a conference and the quake was very violent.
Buildings up there seem to be made of brick which do not
hold up well in a 6.4 quake
