Well, if you are unable to touch entitlements, and they have automatic growth mechanisms, and you are intent upon increasing military spending, then you have to compensate in discretionary spending. Since you won't get everything you want, some things will have to be cut. I think an across the board freeze on discretionary spending would have done as well, although with inflation, that amounts to a modest cut.......
