The "business cycle" is cover for the failure to have a pro-growth economy in place. The democrat policies are anti-growth and thus republicans have gotten the presidency when the dems have made a mess of the economy - which their policies inevitably do. The so-called "business cycle" could be done away with for the most part with proper management of the economy. You would still have the effects of foreign economies which continue to be structured along socialist lines but those would likely have little effect on us as we have generally been demonstrating over the last decade. For shame that you demos will allow these fluctuations and resulting layoffs to continue. You should know better. Your problem is that if the economy were in pro-growth mode there would be no pupose for the democrat party as we know it.
