You can't make any predictions about speed of a new process based on core voltage. Lower voltages produce slower switching speeds, but in compensation the smaller transistors require a smaller swing.

The actual speed improvement from a process shrink is very dependent on the details of the transistors. Maybe Semicon can comment on the Intel process? (Not likely.)

The bigger L2 will help Northwood a lot, because P4 is very dependent on prefetching, which pollutes a small cache.

I think that Hammer will be very competitive with any offerings from Intel.
