That was my attitude when Reagan was president. I now wish I had paid closer attention.

You got me wondering if I wasn't mistaken about whether or not the speech was the state of the union, so I consulted the resident wise man of the President Bush thread - Neocon, and he confirmed that it was not the state of the union and he said that the state of the union address is skipped in the first year of a new administration.
