Mr. Fowler, an analyst with Harris Partners Ltd., started coverage of 18 gold companies yesterday, labelling eight of them "sells." It is rare enough to see an analyst post one "sell" recommendation, so to see an analyst issue "sells" on almost half the stocks he or she covers is unprecedented. On the remaining gold stocks, Mr. Fowler advises four are "holds" and six are "buys."Gold stocks have jumped this month on a spike in the price of gold. Gold is up on speculation that central banks will come to another agreement to limit gold sales and the lending of gold, as they did with the Washington Agreement in 1999. Gold lending rates have spiked and there is also a big short position.The U.S. dollar has also weakened on the slowing U.S. economy and investment often flows into gold when that happens.While this environment may provide a short-term chance for gold to rise, Mr. Fowler is not optimistic longer term."The gold industry needs in excess of US$300 per ounce to rejuvenate itself," he wrote in a report yesterday.The price of gold is currently about US$267 an ounce and Mr. Fowler believes it will average US$275 for the next two years. Not all observers are as pessimistic. John Ing, president of Maison Placements Canada Inc., calls for gold to average US$310 this year. "I think this is more than a flash in the pan," he said of the current gold price rise. Investors have abandoned gold in the past few years, but they will return as the technology sector news continues to worsen, he added.Mr. Fowler has been a gold analyst since 1987 and recently moved to Harris from Research Capital Corp. Harris is a small, but unique Bay Street brokerage because it allows analysts to post "sells" on stocks if they see fit. Most other brokerages discourage analysts from that for fear of offending companies and driving away potential investment banking business."We're in business for our investors, rather than our corporate finance department," Mr. Fowler said. Some of Mr. Fowler's recommendations run counter to the rest of the Street. For instance, he has a "sell" on Meridian Gold Inc. ( MNG/TSE ) , while 16 analysts are listed as having it as a "buy" ( one of those is Mr. Fowler's at his old firm ) and one as a "hold," according to Bloomberg."This gold producer has outperformed all production and cost expectations at its El Penon mine," Mr. Fowler wrote of Meridian. The fourth quarter "was a superb and record quarter, [but] the earnings per share will start to fall. A short reserve life and lack of defined growth are problems. Valuations moderate."His target is $10.50, while the stock trades at $11.25.Other stocks to "sell" are on financially shaky ground, such as Echo Bay Mines Ltd. ( ECO/TSE ) ."This company is still in a difficult financial position, with the balance sheet being weak," he wrote. The company has to rearrange its existing credit facility in August, 2001, with current debt outstanding of US$26.5-million.
