Lowering rates is only a partial answer it would seem.
The central bank's Policy Board surprised financial markets late on Wednesday by lowering its key overnight money market call rate target to 0.15 percent from 0.25 percent.
It also reduced the more symbolic discount rate by the same margin, to 0.25 percent from 0.35 percent.
