I posted a different chart that shows what you are asking more clearly. The MACD is bullish in the sense that the 13 DMA and the 50 DMA are above the MACD's center line. However the two DMAs have been in a slight downtrend, neutralizing the bullish effect. How that is shown on the chart is the bar up above going from green [bullish] to white [neutral]. Should the bar go from white to red, then the MACD would be turning bearish.

The Stochastic is oversold and that's bullish. Its bullish because AMD hit one end of its range [the oversold end] and has turned and started back up. Finally, it is bullish that AMD bounced off support at 20 3/8-20 1/2.

Having said all that and while AMD's chart is better than most tech charts, it still is not a strong one. A stronger chart is the second one....ANF. I think you will be able to see the difference readily. ANF is clearly in a strong uptrend; AMD is moving more sideways.
