Arlen Specter of Pennsylvania is the most boring person in the United States Senate. No one else comes close.

Let's think on my analogy one more time:

On one hand we have several grandsons of a beer baron who put in a few hours a week at the brewery. The rest of the time they tool around town in their Corvettes and chase young ladies and get in trouble with the law.

On the other hand we have a hard-working family. Father is a steelworker, mother is a teacher's aide at the local elementary school. They have two teen-age kids. Together, they make about $53,000 a year.

The Prez-Select says the beer baron's grandkids are entitled to a $40,000 "gift" from the government. The working couple are entitled to a couple hundred bucks.

Who worked harder to bring about the economic prosperity of the 1990s, the beer baron's grandkids or the steelworker and his wife?

Rather than a flat tax, a better idea, at least for the present, would be a flat tax refund. A prosperity dividend, if you would.

The beer baron's grandkids get $400 each ... as do the steelworker and his wife.

Now we're talking "fair."
