You don't understand anything. The bureaucracy is NOT at the school level. It begins at the district level, and continues up to the state and federal levels- the state and federal levels of bureaucracy will be expanded by vouchers, and not diminished.

And there is probably a lot too much of it on all of those levels. The administration of the vouchers should take a similar amount of bureaucracy as that which exists to administer the GI bill or Pell grants. Probably less if it is done right but I will grant there is no reason to think that the government side of vouchers will be more efficient then these programs. The equivalent of the current district level bureaucracy would be greatly reduced do to a greater need for efficiency in order to make a profit.
