Ted,

The release of energy from a volcano is a symptom rather than a cause of tectonic activity. Friction causes heat, the rocks melt, and the lower density magma rises to the surface.

Ted,

An article which discusses what we were talking about yesterday:

LOS ANGELES, Calif. (Reuters) - As damaging and scary as it was, the 6.8 earthquake that shook western Washington state on Wednesday would have been much worse had it struck as close to the surface as a typical California tremor, scientists said on Wednesday.

Centered along the coast of Puget Sound between Olympia and Seattle, the quake struck about 30 miles underground, many times deeper than the average temblor in California, putting more distance between the heart of the shock and vulnerable buildings on the surface, according to government seismologists.
