why the heck did they remove the DOS feature? (I understand there is now a hack to bring it back).

I'd like some more information about that. I loaded Cygwin onto the computer which provides a true GNU bash shell, even on crippled WinME.

It's still there, you just can't boot to it. The reason they did that was so they can make the claim that DOS is not really there anymore, Microsoft doesn't like being caught on lying but they have this compulsion to do it anyway...
