"aren't there always smaller movements right now without the water. "

In general, yes. But the fault has been locked at Palmdale since early in the last century. Because the fault takes a jog there, it tends to build up stress that pops catastrophically.

"First of all. AFAIK GW tax decrease was 1.8 billion. The under tax was 700 million. So the taxpayers of Texas saved 1.1 billion"

For this year. Unless taxes are raised again the shortfall will be larger for next year, and the next...

Of course, you could argue that the state needs to cut spending. But it is already the lowest in the country on a per capita basis, it is hard to see where you could cut $700 million.

"in case you haven't noticed; Gw was campaigning last yr. "

In case you don't know, the Texas state legislature was in recess last year, it only meets every other year. Wasn't much for Smirk to do but play golf, which he did.

"and they will equate the shortfall to how badly the other people managed their money while he was campaigning. "

Those who know anything about Texas, knows when the legislature meets. They also know that the governor has a line item veto, the budget every two years is his baby alone.
