People and entrenched organizations never deal very well with change. Rather than gradual acceptance and integration, it is usually cathartic.
Your scenario would certainly be considerably more efficient than what is now in place. If I had my druthers, I would be able to purchase single songs as well as albums.

They spent years fighting what ultimately became a huge source of revenue.
