So it your position that IJ thinks that not only is there a market for the 50K unsold phones but also for an additional 25K? Why commit now is the question. I think we shall soon know.

Unless some large govenmental agency (like the military) has placed an order for a boatload of combat specific units... And since it might be considered classified, they might not be "allowed" to announce the contract....

But who knows....
