AMD did not commit 1.2B to buybacks but just a fraction of it. When Dresden fab was founded amd was in a worse financial position than now but it is doing fine. Granted that amd's spending for this year would not be even close to intel's 12B yet AMD is not trying to control market either and rely on partners like via to contribute.
1.1B in debt for growing company with market cap around 10B is not bad at all.
