Probably. Was that soft money, or just donations? What about $40 million from the oil companies during the inaugural festivities? In general, the Republicans outspend the Democrats in presidential elections, in both "soft" and "hard" money. IIRC, Dole outspent Clinton by something like 30% despite Clinton being the incumbent. This is why Democrats usually favor campaign finance reform and Republicans tend to be less than interested.
