There is no way to "abuse" the pardon power, for it is absolute. However, selling power, any presidential power, for money is a serious crime. If Bush Sr. did that, he should have been prosecuted. (However, like Clinton's rape, the statute of limitations has run out, so its not worth even discussing.)

The only case before us is Clinton and his corrupt organization.
