Hi Ray,

TIA TR 46-1 is the home of 4G development, and has been going for at least three years.

There are several companies developing 4G (e.g.Golden Bridge Technologies, Flarion Technologies)
that are in trials this year.

They plan to use available spectrum, so the regulatory requirements are minor (e.g. UHF allowing mobile).
