You are so naive sometimes.
Microsoft was sued by some states because:
1. They cashed in on the tobacco companies, why not Microsoft.
2. State politicians saw $$ signs
3. Lawyers saw they could cash in on the tobacco settlements were looking for fresh meat.

The idea that microsoft somehow harmed those states is a joke. They are just trying to pile on the fereral suits for the bucks.
