George W. is not proposing a binary solution. This is not a referendum on the flat tax. Steve Forbes ran on the flat tax solution, but was clearly not accepted. This does not say it does not have merit.

Given the situation we are in, vis-a-vis, surplus, George W. is only proposing how the surplus is to be handled. What I am hearing George W. say is that he wants to spend the surplus on reducing taxes for those paying taxes.

The question now is really on how best to distribute the surplus. Philosophies, like stereotypes, have meaning, in general. But, when it comes to specifics, it never works.

I'm having a hard time imaging the problems with that. I make 300% of my next door neighbor's salary. I'm more than happy to let him have his tax cut, and let people in my income bracket and above pay off the debt with the existing surplus.

And I don't want to see my tax money wasted on stupid boondoogles like Star Wars.
