Well DAK, without any knowledge of the backround the 'why not?' doesn't explain that the way into the federal coffers involved organized cheating and theft on the part of the STATES and an abandonment of their legal duty and obligation on the local level on mass scale. The explanation also refutes your core belief that states have been/are ready willing and able to handle the problem.

Glib, flip catch phrases for behavior don't provide adequate analysis or understandable explanations for past behavior or predict possible future behavior.

Probably with dollars taken from other states... swished about Washington a few times till theres a lot less left, then sent out here to us. :)


My point exactly. Because gutless state governors and legislators can almost never muster the political resolve to do what it takes to mitigate the problem...now for example. Even under the new TANF block grant (welfare reform) states are pocketing millions in federal child care, food stamp and Medicaid money due their citizens who are moving from welfare to work. Dragging various states into court seems the only solution to this problem for now. Bear in mind DAK that these are "free" federal dollars...no match...all the states have to do is hand it out to those complying with program reqirements and the states can't even manage to do that. Instead, some states are spending it on consevo poverty pimp consultants who are pissing the money away in ways you can't imagine...doing everything but paying it out to the people who are entitled to it and need it.

But, who knows maybe the conservos will get religion and put their money where their mouths are about dealing with this on the local level and dig deep. Pay on one end or the other. Your choice.

They may have to. Perhaps TANF will continue post-2002 as is at the near-frozen funding level. Not a good place to be during a recession by the way. The fed may say "gfy" to the state of AZ and the other 49, "raise state taxes and deal with it yourself." If I were you I'd be concerned...very concerned. You guys are starting out this recession 400 million in the hole.

Again glib, flip analogies from everyday life have nothing to do with the discussion at hand. If this is the level of mediocre "cocktail party" analysis you want to engage in there are others who will take the bait. I see it as an excuse for not wanting to do any homework on an issue or think it through in any meaningful way.
