That happens at all levels of government and business and is the dumbest idea I ever heard of. It ENCOURAGES waste.

I think it would be better to turn unspent monies into a fund to cover extra expenses that may arise over budget and start from a zero base the next year.

Yes spend it or else. In terms of a budget, the government never cuts it keeps on growing. At some point the liberals have to realize that the sheer burden of government will pass a point of no return and at that point it is all over. We came dangerously close to it during the Clinton years. If they had passed the health care reform act, this nation was finished. 15 % more of the economy would have been gobbled up. The liberals on this board talk about the poor but they are ignorant. In Russia you had to wait 15 years to have a one bedroom apartment with running water. Our poor protest over increases in free monies.
They just don't seem to understand that at a certain point nobody will be willing to take on the effort to accomplish anything if there will be no result for the effort. Perhaps in clearer terms they should see it in the light of the Rich pardon. The wealthy were forgiven because there was something to be gained in return. My daughter a young liberal writer is pregnant with her first child. Between her income and her husband's they have an enviable income. However, they cannot afford a house in California. They just did their taxes and found they have to pay 8K more to the government. Of course that 8K will help subsidize someone else to buy a home.
She is already talking about quitting her job. She is beginning to see what I have been telling her for years. I don't think she will be a liberal much longer.
