Dear Scumbria:

My next door two year old neighbor's kid understands that Congress makes the budget. Evidently you can't, won't, or are unable to accept this very solid fact! The budget or any bill can not be stopped by the President. Only by a third of either House. If at least 67 senators and 290 representatives want that budget or bill passed, it will be, the "President be Damned".

Thus, any budget is Congress's fault. The President may share the blame, if he wants to before the fact. But that does not remove Congress from the major role.
