You've got the intent wrong. The real purposes are primarily to create a client dependent underclass, illegal Democratic unskilled voters and servant employee problems for Republican nominees. -g- Or to maintain a ready pool of easily exploitable workers for employers to take advantage of by not providing a living wage and adequate benefits. By failing to exchange a subsistence wage for labor provided they push off the responsibility of providing a basic safety net onto various governments and ultimately the suckers...'er taxpayers...Pay on one end or the other.
