I believe the explanation that was given once, is that the Admins have no screen that gives them access to PMs, but if SI really wanted to get at them it would be a simple matter for their programmers/DBAs to retrieve them from the database.

Actually i would believe they could be very readable (PMs),

all it takes is one former disgruntled employee to keep a modified pm script and voila. Post it somewhere on the net and PMs are now public. Alternatively if the employee took the source with them, all they would have to do is post the source and let people build their own script.

I'm not saying anyone has done this, but it would be really simple...
