In Hotmail there are 2 different screens that can come up at random when pushing the "Attachments" button.

I just tried to duplicate your condition using Hot Mail with MSN Explorer and it opened the 2 screens but in the body of the mail message on top of each other.

Perhaps you have a different version than me.

You might look at preferences in your mail settings and see if there is a choice for "opening in a new window" setting somewhere.
