What you're referring to is the ability to alter tactics from strategy. The battle plan is a good starting point. To have a good field general who can alter tactics in the face of a disintegrating battle plan is another type of skill.

Consider coaching - some coaches put together solid teams, with good players and a good game plan. In the heat of the game, breakdowns occur that can allow one side or the other to take advantage. Sometimes, severely undermanned teams being able to overcome seemingly unbeatable ones (Villanova beats Georgetown for the championship?). That is the key to success. Flexibility - the ability to stick to a plan as long as its working, being able to recognize when it is breaking down, and knowing what to do to offset breakdowns and take advantage of other strengths/weaknesses.
Also key is recognizing when a plan is working very well so as to enhance it and exceed goals.
Either way, it's tactics that win battles, but strategy is what prepares the combatants for the tactics they will need to engage.
