Couldn't one conclude that a major difference between Clinton's pardons and Bush's pardons was that Clinton pardoned people who broke the law for their own personal gain and wealth, while Bush pardoned people who might have broken the law in furtherance of our nation's democratic values? Oh, and yes, of course, there's also the difference that Clinton pardoned people who gave large contributions either to his library or the Democrat party.
Oh, well, I guess those subtle distinctions don't matter to you.
