Did he keep an enemies list, and use the FBI and IRS to persecute those enemies? Did he keep slush funds for covert operations? Yes, of course HE did. It may be in your circles that any charge against Clinton was instantly believed without the need for proof. But if Clinton did any of that, don't you think that Ken Starr, who had an unlimited budget and a fishing license with one name on it, might have found something on it?
