I don't think there has been an auction. It does not appear to have any conncetion with France.

Siemens selected by Cegetel for UMTS network in France

French mobile operator Cegetel has chosen the Siemens Information and Communication Mobile Group (IC Mobile) as one of the preferred bidders for the supply of its UMTS core network*.
The announcement in favor of Siemens came shortly after Cegetel?s subsidiary Monaco Telecom had awarded Siemens IC Mobile its respective UMTS order. Since 1990 Siemens has been supplying Cegetel with fixed and mobile telecommunications infrastructure as well as added value services such as prepaid cards. Cegetel is among the leading mobile operators in France.

Until now Siemens IC Mobile has been awarded UMTS agreements by a substantial number of mobile operators in Austria, Germany, France, Italy, Monaco, Portugal and the United Kingdom. Siemens has thus achieved the number 2 position in Western Europe. Third generation (3G) networks will enable users of mobile devices to reach substantially higher data rates and also provide them with access to multimedia services anywhere at any time.
