CB is hardly crushing me on anything. She's only decided she doesn't want to discuss it anymore.

The calendar now reads 2001. It's been about four years since this was implemented (the states also had advanced notice this was coming.) The state administrative apparatus was well intact before then under AFDC.

snafus don't explain this.
