Free markets have faults. Tragedy of the commons a prime example. Few companies factor in the cost of air polution into their product pricing, resulting in non-optimum decisions when considered on a global scale. It's a good system, but a better one could evolve. Hopefully based on mutual respect and tolerance.

Your local optimum vs global optimum suggest you understand this. What I don't know is how to encourage movement out of a local optimum, or even to perceive that a better global optimum might exist in such a large/complex system.

The past 10 years of CB gold sales might have the effect of redirecting investment without creating serious dislocations by gradually reducing the ROI. I don't know that this is a conscious decision, plan or effort on anyone's part.
