And where did you get the idea that the $70 million was fixed costs that would have been spent anyway. Ken Starr was an independent council... And you're right, no one ever got Ronnie (seems he and Bush had memory problems) but they had the goods on Cap Weinberger who had to be pardoned to avoid jail time. Ollie North copped a plea with congress to avoid his fate. I also think treason is more serious than illicit sex, don't you?
