<Once the Houses and the large Fund Families (like Fidelity, Janus and Vanguard) start to get serious about buying tech stocks again we could see a nice rebound....there is a record amount of cash on the sidelines>

Don't know about a record amount of cash sidelined or when the Funds will put the money back to work.

But I do know what a tax client said today when this years planning topic came up. It went something to the tune of "If my mutual funds won't put the cash to work, then I'm going to take my cash back from them and put it to work myself. I don't pay them a 2% fee to sit in a 5% money market." Of course he got the 5% money market is better than negative 20% stock market cautionary speech.

So maybe therein lies the answer of when, how, and why the funds will 're-enter' the market.
