First of all, the government is not a business. Second, businesses sometimes have to spend less money one-year-to the-next. They have to respond in a real way to market conditions, competition and their competitive advantages/disadvantages. Third, if the national government only grew its budget IAW the guidelines you set forth. The budget would be far less than what Bush has proposed.

I can only surmise you have never seen a government agency go on a spending spree in late September, just before the money runs out. "Base line budgeting" is a SCAM on hardworking American taxpayers. Base line budgeting isn't defined by need, population increase, or the inflation rate. It's based simply on political influence.

If I say I'm going to buy a Mercedes next year and then change my mind and buy a Honda instead. I haven't cut my spending. I have spent money on a Honda.

Calling a reduction in the dreamed up proposed spending of some liberal Democrats a "cut". Is not only disingenuous. It's a lie.
