Frank, In this case it indeed involved all 3. On the software side they had to review the budgets for both up and downstream capacity to prevent a few users from oversubscribing the links. As a case in point my experimental line could sustain 8mb downloads and I was cut back to standard service. Once in place, I have not seen a 'speedtest' go below 1.2mb (and remember that test goes over a fair piece of the Internet core). For the speedtest go to msn.zdnet.com John
