2. A command or an authorization given by a political electorate to its representative.

The number of votes one garners has little to do with whether there is a mandate. Bush Sr. crushed Dukakis but had no real mandate. Luckily Bush Jr.is responding to his mandate by putting forth the programs the electorate wants and needs.

Nadine, I don't recall the Consitution saying anything about a mandate being part of checks and balances. It's back to Civics 101 with you!!

Bush won. Try again in 2004.
