You make a good point about bribery, however the only punishment for being convicted upon impeachment is removal from office. A moot point in the case of last minute pardons on the President's last day in office. Who would impeach and convict an ex-President? In the subject case, Clinton wasn't even convicted for lying under oath in court proceeding. The unspoken requirement is that the Senate must first have, and then locate and use their collective cajones and act as Statesmen and Patriots (not the football team - yuck!). Fat chance in the PC game of getting re-elected.

That is why I favor an Amendment requiring oversight of pardons and reprieves by an independent panel, analogous to the requirement for Senate ratification of Treaties.
