Does it sound plausible that they were talking about inner city kids? And was the radio program Rush L.?

It sounded like they were talking about all kids, but that group would include inner city kids. Its also possible that there selection was biased to include more inner city kids but I have no evidence that this was so.

It was not Rush or any other conservative radio talk show host.
