That's probably a safe bet. One thing that is almost never discussed is the migration from 200mm wafers to 300mm waferrs. yields typically go up 250% from that change.

In addition to shorting the SOX I would be looking for a company with 200mm or smaller fabs, no copper capability, and line resolution capability of no finer than 25. It's even better if the fabs are in the Northwest for the reasons you specified. An alternative is a company with significant yield issues.
